Get your image, crop it, sharpen, do whatever you want to your base before you start the actual steps.
STEP TWO RESULT
Layer > New Fill Layer > Solid Color:
#aab7da - Overlay 20%
STEP THREE RESULT
Layer > New Adjustment Layer > Channel Mixer:
Red: +89 / -14 / +12 / +4
Green: -5 / +103 / -5 / +4
Blue: +25 / -5 / +70 / +3
STEP FOUR RESULT
Layer > New Adjustment Layer > Curves:
Channel: RBG
Point 1 - Output: 70 / Input: 60
Point 2 - Output: 190 / Input: 190

Channel: Red
Point 1 - Output: 143 / Input: 134

Channel: Blue
Point 1 - Output: 108 / Input: 115
STEP FIVE RESULT
Go back to your base and duplicate it. Take the duplicate and drag it all the way to the top, above all your adjustment layers and set it to Soft Light 30%.
